Rt Hon Nick Herbert MP speech on Criminal Justice Reform

On 23rd June 2010 the Rt Hon Nick Herbert MP, Minister of State for Policing & Criminal Justice, gave a speech to the Policy Exchange on the subject of criminal justice reform. He talked about the importance of 'community activism', social responsibility and the State supporting communities to help make neighbourhoods safer. He mentions Neighbourhood Watch, neighbourhood policing and links with Community Crime Fighters and strongly advocates for community engagement in building the 'Big Society'.

Five Daughters – messages for Neighbourhood Watch on street prostitution and drugs

Mike Brain and Gordon Lawrence of Dalton Road and London Road Neighbourhood Watches in Ipswitch were invited to make a contribution to the Suffolk Neighbourhood Watch Association summer 2010 newsletter following the recent broadcast of the BBC TV drama 'Five Daughters', about the murders of five sex workers in Ipswitch in December 2006. Mike and Gordon comment about the BBC drama and related issues, relevant not only to Ipswitch but to many communities and neighbourhoods within England and Wales.

This report is an overview of the findings from research into good practice in respect of Neighbourhood and Home Watch (N&HW). The main outputs of the exercise were 37 case studies, dissemination of the findings at a series of regional conferences and toolkits to assist practitioners. The research covered each of the 9 English regions plus Wales, and represents a good spread of scheme priorities (membership diversity, new areas/communities, local policy influence and new partnerships/types of activities) and of different contexts within which schemes are operating (urban/rural, affluent/deprived etc.).

The National Strategy Group for Watch Issues (NSGWI) has released a model Service Level Agreement for Forces and Neighbourhood & Home Watch schemes to use.
The purpose of this Service Level Agreement is to add clarity to the expectations of the Constabularyand the County Neighbourhood Watch Association in relation to the basic support each partner will demonstrate to each other. This SLA is intended to build on the Statement of Intent agreed between the Force / Constabulary and the County Neighbourhood Watch Association and support the Force / Constabulary Policy document covering Neighbourhood Watch / Home Watch.

Police & Watch Schemes- Guidance on Information Sharing

Following extensive consultation in December 2008, ACPO released a paper outlining 'POLICE AND WATCH SCHEMES GUIDANCE ON INFORMATION SHARING.
The guidance builds on previous publications of the same name and gives clear guidance not just on releasing depersonalised data, but also releasing personalised data such as images of individuals subject to ASBOs. Guidance is also given for the first time on the keeping of diaries and the use of CCTV by Neighbouhood Watch members.

The training programme will be delivered by Foundations – the national agency for home improvement agencies www.foundations.uk.com. There are three different seminars as follows:

Skills Scan and Personal Development Plan
This generic skills scan is not designed to capture every skill that a WLO, be they employed or voluntary staff, might need to do their job. Rather it is an attempt to recognise the huge variety of ways in which WLOs are required to do their job now. It has been developed by Hertfordshire Constabulary to help forces develop their own Police or Volunteer staff in line with their own Force and Watch needs.

Following the Consultation Conference held on 11th July for NHWN members, it was agreed to add to this site examples of funding bids which had been submitted to the Safer Homes Fund by Neighbourhood & Home Watch members.
The following funding bid was submitted to the Safer Homes Neighbourhood Watch Fund by Leicestershire County NHW Association. Pending due diligence this bid has been recommended by the Grant Admin Panel for acceptance.

Neighbourhood Watch involvement in Civil Contingencies
I write as the ACPO lead for Neighbourhood Watch (NHW) and other watch schemes to ask you to pass the briefing note at Appendix A, on the potential for NHW to be involved in contingencies planning, to the attention of NHW members in your Police area. I would also ask that it is passed to the attention of Police staff already engaged in Civil Contingencies Planning, so they are aware of its contents, should they be approached by NHW members.
For your information, it has been developed in conjunction with the Civil Contingencies Secretariat of the Cabinet Office and agreed by the ACPO portfolio holder on Emergency Procedures (DCC Alan Goodwin, Derbyshire).
This document will also be circulated to the Neighbourhood and HomeWatch Network (NHWN) who represent the movement in England and Wales.

Delivering Neighbourhood Home Watch (NHW) in the 21st Century

It was clear from the day that each of us is committed to the further development of the NHW Movement and we all took the opportunity to discuss how to best offer support to provide opportunities and resources for reform which have viability, sustainability, and scale.
I have come up with this summary (based on the debates that took place during the day) to stimulate further thinking and for getting some consensus on a way forward.
These notes will also inform the review of the NSGWI’s work programme and help to identify the key priorities over the next twelve months and beyond.

Latest Neighbourhood Research Paper - May 2009

Recent research shows that in the UK Neighbourhood Watch schemes were effective in reducing crime in 79% of cases when compared with similar areas where no schemes existed.
With encouraging results on the effectiveness of NHW in reducing crime, this paper now proposes that future research should focus on other aspects of NHW that the public value.

As part of Neighbourhood Watch (NHW) Week (Monday 15th June to Sunday 21st June), officers from Safer Neighbourhood Teams and local members of NHW will be attending events across Suffolk offering information and showing people how to join the scheme.
Acting Chief Inspector Ben Cook for Community Safety says, Neighbourhood Watch provides a vital partnership with the Police in the fight against crime and disorder and the prevention and detection of crime. It creates a greater presence of community spirit and reduces the likelihood of crime occurring.

Community Crime Fighters – 2-day Residential Training Programme
At the Community Crime Fighters event you attended recently many expressed an interest in taking part in further training.
In order to secure a place on the residential Community Crime Fighters training programme, you will need to complete a short nomination form. The process is explained in the nomination booklet which is attached. This training is ideal for local people who are active volunteers helping to make their neighbourhoods safer and/or are currently working alongside their police or council services to help make this happen.
These courses are not designed for police officers or housing/council staff, or other professionals who work in the criminal justice system. The nomination booklet explains that your application will need to be supported by someone who can confirm you are an active community volunteer. This might be your local Police Officer or Police Community Support Officer; it could be your housing officer, a local councillor, neighbourhood warden or someone from your community safety team.
If you are interested in applying for a place on the residential training we suggest you complete part one of the nomination booklet – then pass the booklet to your supporting officer – who can complete their section and send the booklet back to Hayley Evans, the programme manager, at Trafford Hall, Ince Lane, Wimbolds Trafford, Chester, CH2 4JP.
The courses are free to attend and assistance is available with travel costs and travel arrangements.

Does Neighbourhood Watch Reduce Crime?

Neighbourhood watch programmes have been operating in the UK for more than a quarter of a century and this report assesses their effectiveness. Neighbourhood Watch is based on the principle that encouraging neighbours to look out for and report suspicious behavior to the police will bring about a reduction in crime. This in turn will deter potential offenders from committing a crime if they believe that areas where the programmes operate are too risky and improved police investigation and enforcement will incapacitate offenders.
The review, on which the report is based,found that Neighborhood Watch was associated with a reduction in crime, but it is not immediately clear why this is so. Neighborhood Watch might serve to increase surveillance, reduce opportunities, and enhance informal social control. One example of reducing the opportunities for crime is the creation of signs of occupancy, such as removing newspapers from outside neighbours’ homes when they are away, mowing the lawn, and filling up rubbish bins.
The report concludes that it is impossible to quantify whether the greatest benefit from Neighborhood Watch is to deter offenders from committing a crime or whether it is to enhance police investigation.

The Casey Review

‘Engaging Communities in Fighting Crime’ is the result of an in-depth, eight-month study headed by Louise Casey, former head of the Government's Respect Task Force.
The review contains more than 30 common-sense proposals to reduce crime, create safer communities and increase public confidence. The findings are strongly influenced by the views of nearly 15,000 ordinary members of the public and front-line staff, who have been canvassed by the review team since last October.
The starting point for the review is that without public action, support and confidence, the police and other criminal justice agencies cannot make communities safer. However, for the public to play their part, they need to see and experience services that tackle crime effectively, give them confidence and back them up.
