NHWN Questionnaire

The Structure around NHW has been in use for 12 months we believe it would be extremely useful for the Chair if the NHWN - Marion Lewis and a representative of the National Police Steering Group for Watch Issues,- Mark Custerson, together, to visit each of the Regional NHW Meetings to find out how things are going for you and your group.

This is intended to be a fact finding mission to help us to develop ways to keep moving the cause of NHW forward. In order to be consistent in approach we would kindly ask if you could be prepared to discuss the following questionnaire, thus giving us a chance to gauge just how well things are progressing and where the sticking points are.

We very much hope to emerge from the series of 10 meetings with a much clearer view of progress so far and an idea of where progress still needs to be made, on a prioritised basis, either Regionally or by taking forward common themes for National consideration where appropriate.

We are both looking forward to seeing you again and hope to have all 10 regions visited by March at the very latest!

Involving Young People In Neighbourhood Watch

Does Neighbourhood Watch Reduce Crime?

Neighbourhood watch programmes have been operating in the UK for more than a quarter of a century and this report assesses their effectiveness. Neighbourhood Watch is based on the principle that encouraging neighbours to look out for and report suspicious behavior to the police will bring about a reduction in crime. This in turn will deter potential offenders from committing a crime if they believe that areas where the programmes operate are too risky and improved police investigation and enforcement will incapacitate offenders.

The review, on which the report is based,found that Neighborhood Watch was associated with a reduction in crime, but it is not immediately clear why this is so. Neighborhood Watch might serve to increase surveillance, reduce opportunities, and enhance informal social control. One example of reducing the opportunities for crime is the creation of signs of occupancy, such as removing newspapers from outside neighbours’ homes when they are away, mowing the lawn, and filling up rubbish bins.

The report concludes that it is impossible to quantify whether the greatest benefit from Neighborhood Watch is to deter offenders from committing a crime or whether it is to enhance police investigation.

The Casey Review

‘Engaging Communities in Fighting Crime’ is the result of an in-depth, eight-month study headed by Louise Casey, former head of the Government's Respect Task Force.

The review contains more than 30 common-sense proposals to reduce crime, create safer communities and increase public confidence. The findings are strongly influenced by the views of nearly 15,000 ordinary members of the public and front-line staff, who have been canvassed by the review team since last October.

The starting point for the review is that without public action, support and confidence, the police and other criminal justice agencies cannot make communities safer. However, for the public to play their part, they need to see and experience services that tackle crime effectively, give them confidence and back them up.

Registration to use Neighbourhood & Home Watch logos

The current ‘click and use’ facility has been suspended on the Home Office site due to some technical difficulties. As a temporary measure the website now advises all those who visit it that should someone wish to apply for use of the logo, that they do so by emailing them  via the nhw inbox (nwatch@homeoffice.gsi.gov.uk).

Integrating Neighbourhood Watch into the Neighbourhood Policing Programme

Neighbourhood Watch members have worked with the Police Service since 1982 in a number of ways. Much of the work has focused on improving home security, passing intelligence to the police and reducing the fear of crime. Other schemes have been involved in more proactive enterprises based around building community cohesion, diverting young offenders and providing volunteers to assist police with administrative tasks.

Neighbourhood Watch Purpose Statement

The Home Office, ACPO and Local Government Association, together with other stakeholders and Neighbourhood Watch representatives have drafted a new Neighbourhood Watch Purpose Statement. This Purpose Statement represents a step forward in clarifying the purpose of Neighbourhood Watch and the levels of support Neighbourhood Watch can expect from a range of bodies including the Police Service. Overall, this should help to improve the consistency of support to Neighbourhood Watch across the Country.
